Principles and Guidelines on Continuing Education in Educational Psychology

Section 1. Objective and Principles

1.1 Continuing Education (CE) in Educational Psychology is intended to enhance further education and training of members of the Division in their practice of educational psychology through planned and purposeful educational activities. It aims to assist members to maintain and improve the quality of the services provided to the public.

1.2 CE is broadly defined as any activity that is directly related to the maintenance and improvement of members’ professional knowledge, competence and skills in educational psychology. There are multiple avenues, and hence different kinds of activities, for promoting growth.

1.3 CE is currently voluntary but highly encouraged for members of the Division.

Section 2. Organizational Structure and Administration

2.1 The Continuing Education Subcommittee

2.1.1 The Continuing Education Subcommittee (CE Subcommittee) is set up under the Committee of the Division of Educational Psychology (DEP), Hong Kong Psychological Society (HKPS). It will be responsible for vetting CE providers and activities regarding their accreditability, and monitoring individual members regarding their fulfillment of the CE requirements.

2.2 Composition of the Continuing Education Subcommittee

2.2.1 There will be one ex-officio member from the Committee of the DEP of the HKPS. Three more members will be recruited from the following settings to ensure broad coverage of different expertise:

a. One member from a training institute offering postgraduate courses in educational psychology.
b. Two members from the following settings: i) Education Bureau, ii) Special education setting, iii) Regular education setting, and iv) Private practice.

2.2.2 The convener and members shall be appointed by the DEP Committee.

Section 3. Recognition of CE Activities

3.1 Organizer, training provider or speaker may apply to the CE Subcommittee to seek prior recognition of CE activities. Recognition of CE activities are subject to the following criteria:

3.1.1 The CE Subcommittee will consider any organizer(s) pronounced for providing quality training for psychologists as a CE provider. The organizer must be of good standing in the local and/or international community and have the knowledge, experience or other credentials that are relevant for providing the proposed CE event to psychologist. CE providers may include but not limited to:

a. The Hong Kong Psychological Society;
b. Departments of Psychology in local and overseas institutions of higher learning recognized by the Subcommittee;
c. Overseas professional psychological societies;
d. Others as recognized by CE subcommittee.

3.1.2 The CE Subcommittee will consider any training provider or speaker for providing quality training for psychologists as a CE provider. The speaker must be of good standing in the local and/or international community and have the knowledge, experience, training and qualifications that are necessary for providing the proposed CE event to psychologists. The speaker, preferably, has attained master’s level or equivalent in the field.

3.1.3 Evidence should be provided to show that content of the activity is instrumental to members’ professional growth in educational psychology.

3.2 The application form for recognition may be downloaded from the website of the DEP HERE.

Section 4. Quantification of CE Activities

The following table indicates the number of Continuing Education Units (CEUs) that may be accepted in various activities.

4.5 Research/Publications Each report of at least 1000 words:   5 CEUs
Each journal article/book chapter:   30 CEUs

Section 5. Requirements and Recognition

5.1 A CE cycle is one calendar year. A minimum of 15 points is required within each cycle.

5.2 For current Members, the first cycle will begin on 1st January. For new Members, the cycle will begin on 1st January after admission to membership.

5.3 Members should record their CE activities using the on-line submission mechanism of the DEP webpage. They should keep evidence (e.g., certificate of attendance) of their CE activities. If organizers of CE activities do not issue certificates, members may download the generic form of certificate from the DEP webpage and ask the organizers to sign and verify. Members are not required to submit the evidence unless they are called upon by the CE Subcommittee by the end of a CE cycle.

5.4 The names of members who have successfully fulfilled the requirement will be announced on the DEP webpage and made known to the public.

5.5 At the end of each CE cycle, the CE Subcommittee will randomly examine the evidence of CE activities of at least 5% of the members who have recorded their CE activities. Members who have been called upon should send the evidence to the CE Subcommittee for examination. Members who have been called upon but fail to meet this requirement or examination will be taken off the announcement list stated above and will be subject to compulsory examination of CE records in the following year.
